
According to the capital’s 100-year development strategy, Hanoi will upgrade Noi Bai International Airport to handle around 50 million passengers annually while expanding the airport area by approximately 1,500 hectares.
The city also plans to develop a second airport across Ung Hoa and Chuyen My communes, covering about 1,500 hectares with a projected capacity of 30-50 million passengers per year.
The proposed airport is expected to meet international standards and follow an “airport city” development model integrating aviation, urban services and logistics infrastructure.
Under the master plan, Hanoi also intends to upgrade and expand the military airports at Gia Lam Airport and Hoa Lac Airport, adding dual-use civilian functions.
The city further plans to establish take-off and landing hubs in Hoa Lac, Soc Son, on high-rise buildings and at suitable transport terminals to support emerging transport technologies such as drones and flying taxis.
For public transport, Hanoi aims to increase the share of trips made by public transit to 25-30 per cent by 2035, 40-45 per cent by 2045 and 55-60 per cent by 2065.
The capital is also considering restrictions on private vehicles entering the historic inner city through a system of ring-based control zones aligned with low-emission areas.
Authorities plan to gradually transition towards a fully green public transport fleet, with 100 per cent of buses and taxis expected to operate on environmentally friendly energy sources in the future.
