Hanoi orders halt to dust-causing construction sites

Hanoi has ordered stricter enforcement of environmental and safety standards at construction sites, including suspending projects that generate excessive dust or pose safety risks.

The municipal Department of Construction said local authorities, project managers, investors and contractors must comply with regulations, particularly Decision 68/2025 on construction safety and environmental standards.

Project management boards, including those overseeing transport and technical infrastructure, have been instructed to carry out regular and ad hoc inspections to ensure contractors meet compliance requirements.

Mandatory measures include installing site barriers, covering demolition areas, controlling dust, vibration and noise, spraying water to suppress dust, cleaning vehicles before leaving sites and covering loads to prevent spillage.

Projects found in violation may face suspension for enforcement action.

Authorities at Commune and Ward levels have been told to step up inspections, handle breaches within their authority or escalate cases to higher levels when necessary.

The measures are aimed at improving environmental conditions at construction sites and reducing dust and mud pollution that disrupt residents’ daily lives.

The Hanoi Management Board for High-Tech Parks and Industrial Zones has also been tasked with raising awareness of environmental regulations and ensuring investors and contractors comply with anti-pollution requirements.

Officials stressed that relevant units will be held accountable for any violations of labour safety and environmental standards under their management.
