Some civil servants has only been demoted despite their involvement which allowed a building near the Ho Chi Minh Mausoleum flouting property regulations.
Under a decision signed by Ba Dinh District, Chairman of Dien Bien Ward Tran Manh Quan will only be demoted for his incompetent management which allowed the Discovery Complex II on Le Truc Street to exceed its official planning regulation height.

According to a decision signed by Prime Minister Nguyen Tan Dung in 2013 on the adjusted master plan for Ba Dinh, the maximum height of buildings in the district was capped at 11 floors.
However, the Discovery Complex II building has 17 floors, including 12 floors of apartments and offices. The Le Truc Garment Joint Stock Company flouted the law and is now offering 5,600 square metres of space for sale and rent.
Despite being requested to stop the project due to exceeding its official planning submission, the investor continued with the construction.
Ba Dinh’s authorities finally took action in March and began to demolish the building’s illegally constructed floors after a report criticised Le Truc Garment Joint Stock Company for their slow pace on scaling back their building.
The head and deputy head of the district’s construction inspection division will also only be demoted for failing to fulfill their duty.
