Hanoi approves relocation plan for Red River dyke residents

Hanoi authorities and the agriculture ministry have agreed to gradually relocate and reorganise all residential areas outside the Red River dyke system under a sweeping urban redevelopment plan.

The Ministry of Agriculture and Environment and the Hanoi People’s Committee announced their agreement in principle with a proposal to comprehensively revise the Red River urban zoning plan.

The proposal includes adjustments to architectural planning and increases in construction land ratios and scale in riverside areas to support development goals.

Under the plan, the Red River landscape boulevard, stretching from Hong Ha Bridge to Me So Bridge, would become a strategic axis combining green space, economic activity, commerce, services and urban development linked to creative culture and technology along both riverbanks.

Authorities said the proposed revisions align with Hanoi’s master plan vision for the next 100 years, while also meeting flood prevention and dyke safety standards.

The ministry and the Hanoi government agreed to gradually relocate, reorganise and redesign all residential communities located outside the dyke system in line with the capital’s broader redevelopment strategy for both sides of the Red River.

Traditional craft villages including Bat Trang pottery village, Kim Lan, Van Duc and Nhat Tan peach blossom village would be preserved and revitalised within the new urban structure while ensuring improved living conditions and synchronised infrastructure.

The plan also aims to combine craft village preservation with cultural tourism spaces, experiential tourism and themed parks, while upgrading housing areas and technical infrastructure.

Authorities said the redevelopment would promote creative industries tied to local identity and improve living standards for residents in traditional craft villages.

Most recently, a consortium including Dai Quang Minh Real Estate Investment JSC, THACO Group and Hoa Phat Group submitted a proposal seeking approval for investment policy appraisal of the Red River landscape boulevard project under a public,private partnership model using a build,transfer contract.

To implement the project, which carries a proposed investment of VND 714.25 trillion (approximately USD 27.5 billion), the consortium proposed exchanging 12 land plots covering a total area of about 5,073 hectares.

According to the investors’ proposal, the Red River landscape boulevard project would be carried out between 2026 and 2038.
