The Government has just issued a Decree stipulating specific penalties against domestic violence. The regulations are scheduled to come into effect since the beginning of 2010.
Under the document, individuals and organisations will be subjected to pecuniary penalty to the maximum of VND 30 million ($1,600) and other supplementary punishments if they break legal regulations relating to domestic violence.
The Decree covers 17 categories of acts relating to domestic violence, including brutal beating, maltreatment, or outrage.
The issuance of the Decree is a next step to enforce the Law on prevention of domestic violence that took effect since July 1, 2008.
Domestic violence is among the roots of social insecurity and criminals.
According to the NA’s statistics released two years ago, domestic violence proved to be so popular nationwide. Around two thirds of Vietnamese families experienced brutal beating and 25% underwent mental violence.
It seems that domestic violence grows more complicated mainly due to parents’ poor awareness of its consequences and long-term effects.
Regarding ways to protect home happiness, the Family Department of the Ministry of Culture, Sports and Tourism and the Việt Nam Women’s Union launched a campaign against domestic violence to call on men to say no violence against women.
