On April 10, the Prime Minister sent an official document to the Ministry of Education and Training (MET) along with provincial heads, stating that students who have passed university entrance exams, but are unable to afford tuition, should receive assistance.

The MET and provincial heads were urged to review the universities students and quickly provide support. Any practical problems that are beyond the capacity of the agencies concerned must be identified and reported back to the Prime Minister.


The MET was also asked to make a list of students who passed entrance exams but were unable to attend university or had to drop out because they could not afford tuition.


This memorandum was part of a wider programme, launched four years ago, to assist students. The programme has already assisted 2.3 million students with Government loans, amounting to VND32.5 trillion (USD1.6 billion).
