The proposal is included in a draft circular on vocational training support for rural workers and young people that has been released for public feedback.
The draft encourages mobile classes and training at businesses, cooperatives and production sites, with programmes geared towards helping participants find jobs after completing their courses.
Under the proposal, workers would be able to attend classes at locations suited to their jobs and travel needs rather than only at vocational training institutions.
For courses held at businesses or cooperatives, instructors would be required to meet professional standards, while curricula, course duration and learning outcomes would have to reflect actual job requirements.
Training providers would also have to register their programmes in the national vocational education database before enrolment and ensure adequate teaching staff, facilities and equipment.
After a course is completed, training results and certificates would be recorded in the database. Eligible participants would receive elementary-level vocational certificates or certificates for the programmes completed.
Training providers would also be required to disclose course fees before enrolment, with tuition based on actual costs but capped at levels set by the government.
