New nationwide textbook set planned for 2028

The Vietnamese Ministry of Education and Training is reviewing the school curriculum as it prepares a new textbook set for nationwide use from the 2028-2029 academic year.

The ministry has outlined a series of measures covering textbook supply, curriculum revisions and preparations for the new set.

The General Education Department will lead the review and revision of the general education curriculum and textbooks, in coordination with other ministry units, the Vietnam Education Publishing House and local education departments.

The plan is expected to be submitted to the education minister and reported to the prime minister and deputy prime minister in October 2026.

The ministry is reviewing teaching methods, assessment, examinations and admissions, with proposals and an implementation roadmap expected in the fourth quarter of 2026.

Under the plan, relevant agencies will study a legal framework for the copyright of the new textbook set to be held by the state.

The ministry's project management unit will be responsible for managing manuscripts, data and copyright registration, as well as developing arrangements for the use of the material under a roadmap to provide free textbooks to all students.

The ministry is also considering changes to textbook publishing and distribution, including reducing intermediaries and allowing local authorities to handle printing and distribution in an effort to lower costs.

The new textbooks will be developed alongside revisions to the general education curriculum.

The ministry has previously said the revised curriculum is expected to place greater emphasis on practical learning, digital skills, STEM, foreign languages, selective use of artificial intelligence, arts and physical education.
