Vietnamese people still banned from gambling

Prime Minister Nguyen Tan Dung issued Decree 86 on July 29 on electronic gaming for foreigners, which would take effect from October 1.

As a result, the service is aimed to foster tourism development and only enterprises that own high-end accommodation services such as five-star hotels would be allowed to provide electronic gaming services.

Licensed enterprises must meet several other requirements, including having camera systems and proving financial capacity.

Gambling machines at hotels is limited at one machine for every five rooms. Only foreigners and overseas Vietnamese would be allowed to enter gaming areas, with gambling eablishstments found to be in violation being fined from VND180 million to VND200 million (USD8,494-USD9,438).

The same fines would be applied to providers of such services who violate regulations on the number and location of gaming machines.

A fine of between VND130 million and VND150 million (USD6,134-USD7,078) would be applied to those who use unregistered machines. Unlicensed casinos would be fined up to VND100 million.
