We are trying to revise the management system such as wages and recruitment methods, but it has been a slow process. What do you think is the problem?

People are often against what is new and different. We will have to overcome the old mechanism of thinking and working to be more professional, more transparent. We often want to avoid conflicts and keep good reports and that needs to be changed. Deputy Prime Minister Nguyen Xuan Phuc will also hold an online conference to discuss about public service reform.

Who will be affected by the reform?

Of course, those who are lazy and slack off at work will be affected. Those who work hard will definitely welcome the reform.

We will dismiss anyone who is proved to be incapable for two consecutive years. We should not mix personal relationships with work. The leaders also have to show their abilities or they'll be dismissed as well. Now is the time to make individual responsibilities clear.

Several officials think that clarifying jobs positions will further complicate the system, while others think that because of poor training we just need a lot of staff. What is your opinion?

Clarifying job positions will determine the suitable number of employees for each agency, remove unnecessary positions and incapable workers. The number of employees may increase or decrease but it will be a suitable number.

The Ministry of Home Affairs is also revising the scale of ranks of civil servants which has shown many shortcomings after 20 years. The regulations to improve official ranks will be tightened so that incapable workers won't be assigned as leaders.

There are reports that state employees are being recruited too easily and this leads to excess staff. How can we solve this problem?

As I said, the government will tighten the recruiting methods, revise old ranking mechanism to increase the leaders responsibilities. Therefore, agencies must dismiss incompetent workers.

In the future, we will set up a contractual regime for more active staff. The number of state officers will be recruited base on the job demand at that time.
