An inter-agency task force, including waterway police, the Halong Bay-Yen Tu World Heritage Management Board and inland waterway port authorities, has stepped up patrols and carried out spot inspections of vessels.
Checks focus on technical safety conditions, fire prevention systems, life-saving equipment, crew certifications and the ability to maintain communications in emergencies.

Security on the bay is also being reinforced. Authorities have required operators of small boats approaching tourist vessels to sell goods to sign compliance commitments, with strict penalties for violations.
The provincial Department of Construction has urged boat owners in Halong and Bai Tu Long bays to review safety and environmental standards, particularly electrical systems, kitchens and fuel storage, allowing operations only when fully compliant.
Earlier, the chairman of the Quang Ninh People’s Committee instructed concerned agencies to review all technical standards for tourist boats and maintain round-the-clock duty to receive information, issue early warnings and respond promptly to incidents.
