A video clip about the case has gone viral on social media, showing that the paraglider, carrying a pilot and a tourist, surged forward before crashing into a group of people standing on the beach and tipping over.

The take-off occurred in a crowded area, with no clear safety boundary between the flight zone and the public swimming area.

The Quang Ninh’s Department of Culture, Sports and Tourism are investigating the case.
A similar incident occurred on June 15, in the same area. A paraglider became unstable and plunged into the sea while many people were swimming below. Luckily, no injuries were reported.
