The project will focus in the first phase between 2025 and 2030 on building eight inland waterway wharves along with supporting facilities such as access roads, parking lots, waiting areas, and ticket offices.
For the area stretching from Thuan Phuoc Bridge to Tien Son Bridge, the project will develop landscape parks, onshore service facilities behind each wharf, tourist boats for river tours, and attractions such as light shows and art performances.

In the second phase from 2028 to 2031, the project will build eight inland wharves along the Vinh Dien and Co Co rivers, with support facilities such as roads, parking areas, waiting halls, and ticket booths.
Four inland waterway wharves will be built along the Cam Le River in the second phase, together with access roads, parking areas, waiting halls, and ticket booths.
Besides serving inland waterway tourism, the ports and wharves will also function as hubs for passenger pick-up, drop-off, and vessel docking. It will assist public water transport, ease road traffic congestion, and diversify passenger transport modes.
The project will operate for 50 years, starting from the date the investor receives the official land allocation or lease decision for the first phase.
