Pham Thuy Ngan, 15, has just passed the entrance exams to high school. However, she is worried that she may not be able to afford the study fees.

Ngan is living with her mother who is having mental problems in Cao Quang Commune, Tuyen Hoa District. Her father left before she was born. Ngan and her ill mother have mostly depended on the local authorities, neighbours, and teachers for food, medicine and funds to study.

Nguyen Anh Dung, an official in Cao Quang Commune, said that Ngan's mother, Pham Thi Huong, 51, receives a disability allowance but that's only enough to cover her medical costs.

"Huong's problems are worsening and she often wanders around," he said. "Meanwhile, her daughter has got to high school with higher study fees. Moreover, their house is too old and could collapse anytime. They really need support from the public."

Sitting beside her mother who is not aware of having guests, Ngan said that she was very worried about her mum's worsening condition.

"I've never seen my father," she said. "We've been getting by thanks to the support of local authorities and neighbours. After studying I also do some extra work like fishing and collecting scrap metal to earn some more money, I've tried to study hard to have a good future so that I can support my mum, but things are getting more difficult for us.

The teenage girl shared that the new school year has already started, but she does not have money to buy new books and textbooks.

"I like school and I know I can have a better future by studying but I probably have to stop my studies now," she said. "I have to find a job now to support my mum, and repair our house which is about to collapse."

Chairwoman of Cao Quang Commune People's Committee, Nguyen Thi Phuong, said that local authorities have tried to support Ngan's family over the past time but they need more support from the public to continue her study.

"We're a remote mountainous commune so our budget is also limited," the official said. "Ngan's been doing very well at school. We've come to encourage her to continue studying and we hope that she will receive more support from donors to have a better future."
