Hoang Van Bong, 31, and his wife Hoang Thi Vot, 28, live in Tri Le Commune, Lang Son Province, with their two young children, Bong’s 58‑year‑old mother and his 68‑year‑old disabled uncle. Bong’s mother cannot do heavy work due to chronic joint pain, while his uncle is bedridden and requires full-time care. Vot, whose right arm is disabled, cannot ride a bicycle and tends the household alone, even breastfeeding while malnourished. Their eldest son walks over 4 km daily on mountainous terrain to get to school.

The family survives on the uncle’s monthly social welfare of VND 1.25 million (about USD 50) for severe disability plus VND 0.5 million (USD 19) caregiver allowance, and minimal rice farming income. In October 2024, Bong left home to work as a temporary labourer in Bac Ninh Province, sending back VND 1–2 million (USD 38–76) per month, far from enough to support them all.

Their decades‑old wooden home has warped, rotted floorboards and a leaky roof, and is at risk of collapse. The local administration offered VND 60 million (USD 2, 300) under a government scheme to replace unsafe housing, yet the family lacks the matching funds to begin reconstruction.
Loc Van Co, deputy director of Tri Le Administrative Service Centre, said many families in his area still live in temporary or dilapidated housing. He appealed via local media for public and charity support to help the family build a safe, sound house so the disabled uncle, elderly mother and children can live in security.
