Hoi An ancient town suffers severe flooding on October 30.

The Asian Development Bank (ADB) announced on Wednesday that it will provide grant support of up to USD 3 million to Sri Lanka, USD 2 million to Thailand and USD 2 million to Vietnam in response to government requests.

“It is deeply saddening to see the suffering caused by these devastating floods,” said ADB President Masato Kanda. “The governments and people of Sri Lanka, Thailand and Vietnam can rest assured that ADB will provide assistance to help save lives and rebuild communities. We will work quickly and cooperatively to bring shelter, comfort and hope to those affected.”

The funds will support emergency and humanitarian efforts, drawn from the Asia Pacific Disaster Response Fund, which provides fast-track grants to developing member countries in the immediate aftermath of disasters triggered by natural hazards.

Across South and Southeast Asia, flooding has caused extensive loss of life and widespread damage to homes, infrastructure and livelihoods.

In Vietnam, 2025 has already been described as an exceptionally disastrous year, with total economic losses estimated at VND 97 trillion (approximately USD 3.7 billion) and 409 people dead or missing as of end November.
