The park, covering 50 hectares, was opened in 2004. However, due to its ineffective operation, it has been left idle for many years.
US news site Huffington Post listed Thuy Tien Park among its top 10 creepy destinations in 2016, while British newspaper The Daily Mail called it 'a curious and creepy site' for backpackers to visit.
Local authorities started a renovation project at the park in August last year. The first stage is estimated to cost VND20 billion.
According to the Thuan Hoa Green Park Centre, the project's investor, the park has just opened to visitors after completing 75 percent of the work in the first stage.
The cycling, walking paths, and the 2 km road around Thuy Tien Lake have all been completed. New trees, water systems, and lighting have also served visitors day and night.
"Many visitors have expressed excitement when arriving at the park now," the investor said. "While tidying up and providing more amenities, we're still trying to preserve the green trees here, among the key attractions to visitors."
The investor said they would continue with the second stage, which will cost around VND14 billion, right after completing the first stage.
"The area around the giant dragon statue will be decorated so that it can be a nice check-in spot for tourists," the investor added. "We're also launching different services, including camping and bike rental, to meet visitors' demand."
