
According to local police, the deadly incident happened at 7 am at a two-storey 40-square-metre house that was divided into 15 rooms for rent. The fire broke out in a room on the second floor.
"Rescuers arrived at around 7.10 am and managed to put out the fire by 7.30 am," the report said. "Police found two women dead in a room on the second floor. They were identified as Nguyen Thi Ngoc Mai, 16, and Nguyen Huyen Mi, 19."
A local woman, Nguyen Thi Phep, said that she was at her drink stall some 15 metres from the site when the fire occurred.

"I heard a loud explosion from the house and saw black smoke spreading from it," Phep said. "Then we could see a fire breaking out all over a room on the second floor. Some people from other rooms managed to flee through the staircase or jump down. Some were injured and were taken to hospital."
Phep said that the fire spread quickly combined with explosions, so no one dared to access the building and instead called for the fire services.
The house owner, Nguyen Thi Hoa, said that a man rented her house and had divided it into small rooms for rent.
"The rooms are only eight-square-metre each and were usually rented by patients from other provinces who come for health check-ups or treatment at some nearby hospitals," the woman said. "Each room has a small toilet and is only equipped with a bed, a TV and an air conditioner. I'm shocked about the fire."

Police are further investigating the cause of the fire.
In another incident, a house also used as a grocery store caught fire at 5 am on Tuesday in Bac Ninh Province, killing two people and injuring two others.
