Hoang Dat, chief of Hoanh Son Ward Police, said the crash occurred at about 3.40 am on National Highway 1 within Hoanh Son Ward.
The two men, whose identities have not yet been established, were riding a motorcycle carrying sacks containing several dogs while travelling southbound.
The motorcycle collided with a passenger coach travelling in the opposite direction near the junction with the Ky Anh bypass.

The impact threw both riders onto the road, killing them at the scene. Seven dogs being transported in the sacks were also run over and killed by the coach.
The motorcycle was severely damaged, while the coach sustained minor damage to its front section.
Police are investigating the cause of the crash.
