The provincial People's Committee issued the emergency declaration following heavy rain and landslides on August 4-5 in Lay Village in Muoi Noi Commune and neighbouring Nam Lau Commune.
Prolonged downpours saturated the soil, triggering landslides at several locations and creating large cracks and unstable slopes that threaten residents, property and infrastructure.
In Lay Village, 241 households with 910 residents are at high risk as large cracks and continued ground movement have been detected across an unstable slope with complex geological conditions, raising fears of a major landslide.
In Muoi Noi Commune, landslides have affected 44 homes, forcing nine households to evacuate. Heavy rain has also damaged roads and public infrastructure in both communes, disrupting local livelihoods.
Residents in dangerous areas must be evacuated to safe temporary accommodation and provided with food, drinking water, medicines and other essential supplies.
Authorities have also been instructed to install barriers and warning signs and prevent people and vehicles from entering or returning to areas at risk of landslides.
Personnel, vehicles and supplies will be mobilised to help residents repair homes, restore production and stabilise their lives, while resettlement plans will be prepared for households unable to return safely.
