
The ministry 's Planning and Finance Department Deputy Director Bui Hong Quang said that a recently released circular aimed to halt the violations after complaints from parents at the beginning of the school year.
"Leaders of educational units have to take responsibilities for money management and ensure that fees go to the right place. They will have to report and explain all receipts and expenditure to directly-managed authorities or sponsors," said Quang.
He added that abuse of school fees has occurred in kindergartens and schools in city areas, especially affecting young students. He stressed that this is mismanagement of funds provided by the ministry and families.
Many parents in Thanh Hoa and Dong Nai provinces have resorted to keeping their children at home in protest at the overwhelming money collection from schools.
