
Tran Xuan Trach, Deputy Head of the residential unit, said that the Keangnam Company sent a report to households that it would hire only five sanitation workers for the two 48-floor towers, each working one shift per day. The firm also allegedly refused to provide rubbish collection services or to set up any type of reception area, only offering to establish two security guard stations.
The most shocking allegations are that the company has also threatened to stop half, 10 out of 20, of the elevators.
In the petitions from the residents, they requested the company to ensure the basic services of the building, up to the standards of city regulations. These include maintaining a certain amount of elevators, a reception desk, security and rubbish collection services
On December 3, hundreds of households living in the 48-storey A Tower demonstrated against new service fees, which they have refused to pay, and were subsequently banned from using the lifts.
The complex’s management board has enforced a service fee of VND18,843 (0.89 USD) per square metre per month, but the residents claimed they were only required to pay VND4,000 per square metre, according to the regulations set by the city's People’s Committee.
In late June 2011, hundreds of local residents also opposed high parking fees at the building. The investor applied a motorbike parking fee of VND20,000 (USD0.95) each time. This is 10 times higher than the municipal government limits on parking fees.
