Quang Ninh mulls travel subsidies for commuting civil servants

Authorities in the northern province of Quang Ninh are considering subsidising more than 1,175 officials, public employees, and workers following its administrative merger.

The province has merged 171 administrative units into 54 communes, wards, and special zones as of July 1, according to the Quang Ninh People’s Committee.

Due to office relocations, many people now face longer commutes, with higher costs and more time spent, particularly for those in mountainous and border areas. Some have applied for transfers or resigned.

The Quang Ninh Department of Home Affairs has proposed advising the local people’s committee on a policy for travel subsidies for individuals who must travel long distances to their workplaces.

The subsidy is based on the distance from a person’s residence to the new office. Specifically, VND 1 million per month for distances of 10-20 km, VND 1.5 million for 20-30 km, VND 2 million for 30-40 km, and VND 3 million for distances over 40 km.

Officials residing in the island communes of Quan Lan, Minh Chau, Thang Loi, Ngoc Vung, Ban Sen (formerly Van Don) and Thanh Lan (formerly Co To), who work at the mainland headquarters of Van Don and Co To special zones, will be entitled to a monthly subsidy of VND 3 million.

The subsidy will be paid together with the monthly salary. Across the province, 1,175 people are eligible, with a total annual funding estimate of over VND 19.2 billion from the state budget and other sources.
