The proposal forms part of broader research into the planning and development of major infrastructure projects seen as critical to the province’s future economic growth, urban expansion and coastal spatial development.
Under the plan, Quang Ninh is studying the development of a new administrative centre in Thong Nhat Commune, alongside transport links connecting the Hanoi-Halong-Mong Cai Railway with Van Don Special Zone, the Con Ong-Hon Net port cluster, Yen Tu and Tuan Chau.

In road and urban infrastructure, the province is drawing up plans to expand National Highway 279 along Cua Luc Bay using public investment funds, build a second Cua Luc Bridge, and plan urban rail and underground lines with a 50-year outlook.
Cai Lan Port, a deep-water port in Cua Luc Bay in Bai Chay Ward, has a channel depth of around minus 10 metres and can handle vessels of up to 10,000-50,000 tonnes, with an estimated annual throughput of 5-8 million tonnes.
The port currently has seven berths operated by Quang Ninh Port JSC and Cai Lan International Container Terminal, a foreign-invested joint venture that has made significant investments in berths, warehouses, cranes and cargo-handling infrastructure.
Located close to Halong International Passenger Port and a large privately operated cruise terminal in Halong Bay, Cai Lan is seen as well positioned for a shift towards tourism functions.
According to approved planning orientations, Cua Luc Bay is envisaged as a multi-polar connectivity hub, integrated with the Halong Bay World Natural Heritage site and the northern mountainous areas of Halong.
Urban development along the bay is set to expand northwards, while growth will be tightly managed to preserve the bay’s overall landscape.
