On December 11, Lieutenant Colonel Tran Tien Dat, head of the Police Department in Dong Nai Province said the investigation team of the Police Department of Bien Hoa City decided to prosecute people for open theft of property.
After collecting evidence and identifying certain people via photos, video clips and eye witnesses testimony, the police have summoned about 10 individuals for further questioning. Several people also came on their own after police requested people to give back the beer. Currently, 100 boxes have been returned.
On the same day, the driver of the truck returned to work. His truck capsized in Bien Hoa City while trying to avoid another vehicle. Hundreds of people quickly ran out and looted boxes of beer that fell out, causing a loss of around VND310 million (USD14,900).
Lawyer Xuan Binh said the people violated article 137 of the penal code, but to prosecute under this code the property must be worth over VND2 million, or less and cause serious consequences. The offenders could be sentenced to between six months and three years of imprisonment.
"In this case, not only did the people flee the scene, but it's also difficult to verify the cost of the beer that was taken. The value may be much less than VND2 million. However, we can still apply a administrative fines of VND1-2 million to the offenders," he said.
