According to the plan, a hotel and a service complex will be constructed in in the area from numbers 6 and 8 Chu Van An Street to number 37 Hung Vuong Street.

With over 600 rooms, the facilities are meant to make it easier for officials to conduct their business without forgoing modern conveniences. Other government agencies in the area will also be able to use of the new buildings.

In order to replace the old collective zones, which will be supplanted by the construction of these facilities, two apartment blocks will be built for the residents who currently live there, namely, current residents of 354 and 3B on Ong Ich Khiem Street in order to improve living conditions for local residents as well as better the area's infrastructure standards.

The Hanoi municipal government was instructed to prepare plans for the relocation of residents in order to facilitate the construction.

The PM included orders to keep the integrity of the architectural value of the area, saying that priority must be given to the preservation of the former offices of late President Ton Duc Thang and late Prime Minister Pham Van Dong. These, he said, should be developed into monuments in the time to come.

At the same time, traffic on Doc Lap Street will be taken into consideration, along with other areas ranging to Mai Xuan Thuong and Ngoc Ha Streets, as well as other intersections in the vicinity.

In a city with a rising number of personal vehicles, parking is another concern. As a result, the plan also will include adequate parking for Government and administrative officials. These are to be built underground in the area of Bach Thao Park or Mai Xuan Thuong Flower Garden.

According to the plan approved by the PM, the entire political centre in Ba Dinh will occupy 135 hectares, keeping the possibility of enlarging the area to cover both the Tien Bo Print Factory and the Hanoi Stadium if necessary.
