The proposal, submitted to the prime minister and the Ministry of Finance, seeks funding for the first phase of the CT.11 Expressway.
The 25.1-km route would begin at the Liem Tuyen interchange on the Cau Gie-Ninh Binh section of the North-South Expressway and end at National Highway 10 in Dong A Ward.

The project would be built as a four-lane expressway with emergency stopping lanes on both sides, as well as parallel service roads. Construction is proposed for the 2026-2030 period using central government funding.
Local authorities have also asked to be appointed as the project's managing authority.
The proposal is consistent with the 2021-2030 national road network plan, which includes a planned four-lane expressway linking Phu Ly and Nam Dinh. The proposed CT.11 route corresponds to the first 25 km of that corridor and is earmarked for construction before 2030.
If approved, the project would improve transport links within Ninh Binh and strengthen connections with Hanoi and the southern Red River Delta, while improving freight movement and access to logistics hubs and the Ninh Co Economic Zone.
