Many national target programmes have revealed their low levels of efficiency in improving people’s living standards, according to National Assembly (NA) deputies during discussions on plans for the 2011-2015 period.

Chairman of the Vietnam Youth Federation Nguyen Phuoc Loc said, all communes nationwide had cultural houses, but many of them were left unused due to a lack of operational regulations.

He added that the budget allocation for the programmes should be based on reports monitoring the implementation of previous programmes.

According to Deputy Pham Thi Hong Nga from Hanoi, many programmes had yet to be reviewed despite being carried out for a decade.

She cited the classroom consolidation programme as a typical example. Over the last ten years, budget allocations for upgrading classrooms had remained unchanged, with the money only proving enough to build just the foundations of new buildings in many localities.

Projects continued to overlap, said Deputy Hoang Dang Quang from Quang Binh Province, adding that different agencies had sought funding for their vocational training programmes, including the Ministry of Labour, Invalids and Social Affairs, the Vietnam Co-operative Alliance and Vietnam Women’s Union.

Deputy Le Thanh Van from Haiphong City frankly pointed out weakness of the national targets programmes, saying that, “For every VND10 that the Government pours into national target programmes, people often only receive VND2-3; meanwhile, the rest are lost in the process.”

Deputy Bui Thi An suggested that all ministries assigned to implement the programmes must assess their efficiency and then submit the results to the Ministry of Planning and Investment for a general report. The report will be sent to the NA for consideration.

At the discussion, the Government proposed a list of 16 national programmes for the 2011-2015 period in different areas, including, poverty reduction, rural development, education, health, food safety and environmental protection.

However, Deputy Dinh Xuan Thao from Hanoi said each five-year period needed 12-13 programmes, with some combined to prevent overlapping. He noted that the programmes which have been implemented for 5-10 years should be stopped because there had been ample time to judge their effectiveness.
