The municipal People's Committee said that a central holding facility for stray dogs and cats had been established in Hai Van Ward and would operate during office hours on weekdays.

Under the plan, communes and wards may set up teams to capture stray animals in public areas. Team members will receive training in animal handling before beginning operations.
Captured animals will undergo a health check, be assigned an identification number and housed individually. They will be monitored daily, treated if necessary and fed twice a day.
Owners will have 48 hours from the time of impoundment to reclaim their pets by providing proof of ownership or confirmation from local authorities, and must pay any administrative fines. Animals that have not been vaccinated against rabies will be vaccinated before being returned.
If no owner comes forward within 48 hours, a review panel will determine the animals' fate. Healthy animals may be donated to research institutions or individuals and organisations willing to care for them, while sick or dead animals will be destroyed.
