According to the Vietnam Institute of Fisheries Economics and Planning, the fisheries sector will be modernised. In the draft development plan for the fisheries sector to 2030 with a view to 2045, total employees in the sector will fall from 3.9 million to 3.5 million in 2030 to 3 million people in 2045.

It is estimated that until 2030, the fisheries sector will contribute 28-30% of the GDP with a fishery output of 10 million tonnes. Some 70-75% would be from fish and seafood farming. Export revenue could reach USD18-20bn.

The ministry aims for Vietnam to stand among the top three largest fisheries exporters and a fisheries hub in ASEAN and Asia by 2045.

According to the ministry, the sector must ensure environmental protection regulations, reinforce and expand protected marine areas and restore 6% of Vietnam’s marine ecosystems as a means to ensure fishery resources. They must also regularly regenerate aquatic resources and have strict measures against illegal fishing.

For the fish farms, the farmers should raise all kinds of fish that are suitable for different kinds of water. Technology should be applied more widely to protect the environment as well as to increase values and quality of the products. In the future, Vietnam will limit exporting raw products and will focus more on refined processing for more value-added products.

Different goals will be set for different areas such as the Red River Delta, the Mekong Delta and the central coast.
