Local authorities reported that heavy rain triggered by the storm caused widespread inundation overnight on September 29 and early September 30, affecting 1,171 households. Streets such as Thanh Nien, Yet Kieu and Nguyen Thai Hoc were submerged.

Many streets in Lao Cai Province are covered with mud following the floods.

By midday September 30, the floods had left three people dead, one missing and five injured, according to the provincial Department of Agriculture and Environment.

Meanwhile, the National Centre for Hydro-Meteorological Forecasting warned that water levels on major rivers including the Lo in Tuyen Quang Province, the Cau and Thuong in Bac Ninh Province, the lower Thai Binh in Haiphong City and the lower Ca in Nghe An Province were rising on October 1.

In Tuyen Quang, more than 4,300 houses were affected by flooding. Authorities said water levels on the Lo River would continue to rise over the next 12 hours, reaching alarm level 2 and even level 3 in some areas.

Police in Tuyen Quang have mobilized their full force to respond to the emergency, deploying urgent measures to mitigate the impact of storm Bualoi and the subsequent floods.
