The master plan, announced on July 31, covers the entire Hoa Thang Commune, spanning more than 32,000 hectares. The commune's population is projected to reach about 112,300 by 2030 and 159,000 by 2050.
The development aims to integrate residential areas with coastal tourism, agriculture and fisheries, renewable energy and ecosystem conservation, while making better use of land, transport infrastructure and marine resources.
Under the Mui Ne National Tourism Area Master Plan, about 7,130 hectares of Hoa Thang have been designated for a high-end coastal tourism area centred on the Bau Trang National Scenic Site and its iconic white sand dunes.
The plan includes resorts, marine sports facilities, eco-tourism attractions, commercial and service areas, a tourist port, public squares, themed parks and other public spaces.
Built around two development hubs, Bau Trang and the coastal area, Hoa Thang will be divided into seven functional zones, each with distinct roles while remaining integrated within the overall tourism urban area.
Nguyen Hong Hai, vice chairman of the Lam Dong People's Committee, said Hoa Thang's coastline, Bau Trang, sand dunes and abundant land resources positioned it to become a key growth hub in eastern Lam Dong.
He instructed local authorities to promptly publish planning details, complete site demarcation, strengthen land-use and construction management, and prevent illegal construction, improper land use and land speculation.
He also called for greater investment in transport and social infrastructure, stronger support for projects aligned with the master plan, and faster resolution of planning issues delaying existing developments.
