Khanh Hoa has ordered all fishing boats to return to shore before 10 am on November 5
In an urgent directive issued on November 3, the provincial People’s Committee called on departments and localities to take immediate, coordinated measures to protect lives and property.
The provincial military command was tasked with ensuring all boats are safely moored before 10 am on November 5 and with recommending a sailing ban from noon on November 6.
Local authorities may also restrict swimming if conditions worsen.
Communes and wards have been told to activate storm and flood response plans, ensure safety at tourist sites, aquaculture areas, coastal infrastructure and islands, and advise farmers to harvest early.
With major reservoirs including Hoa Son, Da Ban, Suoi Dau, Ta Ruc, Cam Ranh, Song Cai, Tan Giang and Tra Co already near capacity, operators must release water in line with river and tide levels to limit flood risks, mainly during daylight hours.
The province has also ordered round-the-clock staffing and prepared rescue forces and equipment for emergency deployment.
