The Japan government has allocated JPY 50 billion in next-generation official development assistance (ODA) to support Vietnam in advancing green transition, green growth and climate change adaptation policies.

On March 18, the Japan International Cooperation Agency and Vietnam’s Ministry of Finance co-hosted a workshop in Hanoi to discuss the programme loan supporting these efforts.

The initiative represents a “new-generation ODA” model, designed to shorten preparation time and speed up disbursement while maintaining development effectiveness through policy design and efficient resource mobilisation.

JICA is currently implementing multiple technical cooperation projects in Vietnam, including forest conservation, disaster risk reduction, climate response and the promotion of a circular economy.

Speaking at the event, Ito Naoki said the programme loan marks the beginning of new initiatives aimed at green growth, net-zero emissions and the Asia Zero Emission Community. He added that Japan would accelerate support through funding disbursement and policy implementation.

Deputy Finance Minister Tran Quoc Phuong said green growth and climate adaptation have become urgent global priorities amid worsening environmental degradation and resource depletion.

Vietnam remains among the countries most vulnerable to climate change and rising sea levels, facing increasingly severe storms and floods that cause significant socio-economic damage, he noted.

The country’s financing needs for emission reduction are estimated at USD 68.75 billion by 2030, with domestic resources expected to cover USD 24.7 billion (36 per cent) and international support around USD 44 billion (64 per cent).

Officials said Vietnam hopes international partners, including Japan, will continue to provide support in finance, technology and human resources to meet these targets.

The loan programme has been approved by both governments and is expected to be signed in March 2026. It is seen as a key step in advancing high-level commitments between the two countries, with more favourable terms, simplified procedures and greater flexibility focused on Vietnam’s priority areas in green transition and climate resilience.
