The projects, with estimated investment totalling VND 922.812 trillion, have been identified as priorities for investment promotion under the PPP model during the 2026-30 period.
Major expressway projects prioritised
The first priority group comprises 15 projects, including Hanoi Capital Region's Ring Road 5, a planned six-lane route running through Hanoi and the provinces of Ninh Binh, Bac Ninh, Thai Nguyen and Phu Tho.
The Hanoi section will stretch 48 km and require nearly VND 31.7 trillion, while the Ninh Binh section will run 32 km and cost nearly VND 26 trillion.

The Bac Ninh section will cover 27 km with estimated investment of nearly VND 16.7 trillion, while the Thai Nguyen section will stretch 46 km and cost more than VND 21.2 trillion. The 72-km Phu Tho section will require more than VND 31 trillion.
Another priority project is the 74-km Duc Hoa-My An section of the western North-South Expressway, running through Tay Ninh and Dong Thap provinces.
The section will have four lanes, with provision for six lanes in the future, and is estimated to cost more than VND 29.3 trillion.
The ministry also plans to widen the 415-km Mai Son-Cam Lo section of the eastern North-South Expressway from four to six lanes.
Running through Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh and Quang Tri provinces, the project is estimated to cost nearly VND 72.2 trillion.
The second priority group comprises 14 projects, including the 106-km Ngoc Hoi-Pleiku section of the western North-South Expressway through Quang Ngai and Gia Lai provinces.
The section will have four lanes, with provision for six lanes in the future, and is estimated to cost VND 16.2 trillion.
Another project involves widening the 84-km Chon Thanh-Duc Hoa section of the western North-South Expressway from two to four lanes, with provision for six lanes in the future.
Running through Dong Nai and Tay Ninh provinces and HCM City, the project is estimated to cost VND 16.4 trillion.
Criteria for investment priority
The Ministry of Construction has set seven criteria for determining investment priorities, aimed at improving expressway investment efficiency and supporting socio-economic development.
Priority will be given to existing two-lane expressways and four-lane sections without continuous emergency lanes that need to be upgraded to meet expressway standards and ensure a consistent, modern network.
Projects included in the action programme implementing the resolution of the 14th National Party Congress will also be prioritised.
Other priorities include expressways along economic corridors, growth areas and development hubs identified in the 2021-30 national master plan.
Routes facing rising transport demand due to changes in regional and local economic structures will also be considered.
Priority will also go to expressways planned before 2030 along major transport corridors linking key economic regions, centres, seaports and economic zones.
Projects with favourable conditions, including completed land clearance, ongoing construction or readily available building materials, will also be prioritised.
The final criterion gives priority to projects capable of attracting non-state investment or receiving additional funding from local budgets.
