Hoa Chau Ward and Quang Dien Commune were the worst hit, with widespread flooding disrupting daily life.
On October 23, residents of Tay Thanh residential area in Hoa Chau Ward had to wade through deep flood waters to carry the coffin of a 90-year-old man to his burial, a scene that drew public sympathy.

According to local authorities, floodwaters measuring 30 to 80 cm have submerged major roads, prompting the installation of warning signs and barriers at hazardous locations. Eleven schools were closed on October 24.
In Quang Dien Commune, roads leading to the villages of Lam Ly, Phuoc Ly and Mai Duong were cut off, leaving more than 3,000 people isolated.

Rainfall on October 21-24 reached 170 to 400 mm in most areas, peaking at 958 mm on Bach Ma Mountain. Authorities forecast continued heavy rain of 100 to 300 mm until October 26.
Landslides along National Highway 49 near Thuy Xuan Ward prompted traffic to be restricted to a single lane.
