Bach Dang Street, which runs along the Hoai River, was submerged by around half a metre after torrential downpours linked to Storm Wutip.
Tran Van Xung, 79, a long-time resident of Bach Dang Street, said the road is low-lying and typically floods eight to ten times during the rainy season. However, he said such flooding in the middle of summer is unprecedented.

“In all my years living here, I’ve never seen anything like this,” he said. “This street is usually packed with visitors at this time of year, but now everything’s shut down.”
Le Hanh Chi, a tourist from Ho Chi Minh City, said she and her friends had planned a summer holiday with their children but were caught off guard by the stormy weather.
