The Ho Chi Minh City People's Committee has issued Decision 55/2026/QD-UBND on passenger and goods transport by motorbike, including xe om motorbike taxi and delivery riders.
A notable feature of the new policy is its shift towards technology-based management rather than manual administrative procedures, including plans for a city-run ride-hailing app and an intelligent camera system to monitor and handle violations.

Specifically, the city has tasked the Department of Science and Technology with working with the Department of Construction to study the development of an app providing services to support management and passenger transport operations, allowing users to book rides via mobile devices. The app will be prioritised for integration into the smart urban services platform.
Speaking to Dantri/Dtinews, a leader of the Ho Chi Minh City Department of Construction said the app would operate in a similar way to Grab and Be, and would be integrated into the MultiGo platform and the city's Digital Citizen app.
"Through the app, authorities will be able to track information on passenger numbers, types of goods and the number of vehicles on the roads, helping improve traffic management. This will also provide data for the digital transformation strategy," the official said.

Alongside the addition of new management tools, the city has also formally removed administrative procedures deemed no longer suitable.
Decision 55/2026 will take effect on August 1, replacing Ho Chi Minh City People's Committee Decision 71/2010/QD-UBND dated September 17, 2010, and Decision 73/2009/QD-UBND dated November 12, 2009, issued by the former Binh Duong Province People's Committee.
