Dong Hoa Ward authorities announced the tender for the Chau Thoi Mixed-Use Urban Area, which will be developed through a public-private partnership (PPP) under a build-transfer (BT) contract model.

Covering approximately 109 hectares, the project is designed as a new urban district featuring residential areas, mixed-use developments and commercial services, including office space, tourism facilities and accommodation.
The total investment is estimated at more than USD 1 billion.
The project will have an operational term of 50 years and will be implemented in two phases.
The land clearance and investment preparation phase is expected to take three years from the approval of the investor selection results and the signing of the project contract.
Construction and commissioning are scheduled to take five years from the date the site is handed over.
The selected investor will be responsible for preparing a phased investment plan or dividing the project into sub-projects if necessary. These plans must be reflected in the detailed 1:500 zoning scheme and ensure investment efficiency, feasibility and compliance with approved planning regulations.
Authorities said all proposals must receive approval from the relevant state agencies before implementation.
Earlier, Phu An Ward also invited investors to participate in the Tan An 1A and Tan An 1B urban development projects, which have a combined investment value of around VND 144 trillion (approximately USD 5.5 billion) and cover more than 450 hectares.
The Tan An 1A project is planned to accommodate around 20,000 residents on a site of approximately 214 hectares, with an estimated investment of more than VND 68.57 trillion (approximately USD 2.62 billion).
Meanwhile, the Tan An 1B project will cover about 237 hectares and require investment exceeding VND 75 trillion (approximately USD 2.87 billion).
