HCM City has up to 678 projects behind schedule since 2015, according to the municipal Department of Planning and Investment and the Thu Thiem symphony, opera, and ballet theatre project was one of them.

HCM City Industrial and Civil Construction Investment Projects Management Board claimed that it was necessary to build the theatre, however, in the context of the city being hard hit by the Covid-19 pandemic, there was an opinion that there needed to be a focus on more socially-focused projects.
Approved in 2019, the project was supposed to include two auditoriums that would hold 1,700 seats. It was intended to host music and performance art events while doubling as a venue suitable for conventions, seminars, workshops, and exhibitions.
The project previously stirred controversy due to its VND1.5 trillion price tag while local residents often face basic problems such as severe flooding and traffic congestion.
