A report from the city’s Department of Construction shows that authorities are accelerating metro development in the central area and for inter-regional links. The priority is to begin construction on Metro Line 2 between Ben Thanh and Tham Luong in January 2026, while preparing public private partnership schemes for lines connecting Long Thanh Airport.

Truong Hai Group has proposed feasibility studies to invest in the Ben Thanh-Thu Thiem and Thu Thiem-Long Thanh lines under the PPP model, targeting completion by 2030.

Beyond the seven metro lines covered by special mechanisms, HCM City is also preparing to invest in routes connecting Binh Duong-Suoi Tien and Thu Dau Mot-HCM City. The city government has assigned the Management Authority for Urban Railways (MAUR) to prepare feasibility studies, select consultants and aim to begin construction between 2026 and 2028, with completion before 2035.

To secure resources for the metro network after the merger with Ba Ria-Vung Tau and Binh Duong provinces, the city has asked the central government to allocate VND221 trillion (about USD 8.4 billion) for the 2026-2030 period. It also plans to provide VND123.99 trillion (about USD 4.7 billion) in local funds, while mobilising further capital from TOD land funds, municipal bonds and private investors.
