The chairman of the municipal People's Committee has instructed departments and local authorities to introduce measures allowing eligible residents to complete administrative procedures without visiting government offices.
The city said some procedures still require applicants to appear in person, creating difficulties for vulnerable groups despite efforts to expand online public services.

Authorities were also told to improve the conduct of civil servants, with public satisfaction serving as a key performance indicator.
Departments, local authorities and the city's social insurance agency have been instructed to review administrative procedures and introduce support measures, including home-based notarisation and certification services.
The city will prioritise fully online public services while deploying youth volunteers, civil servants and public postal workers to assist residents with submitting applications and completing procedures at home.
The Department of Justice has been asked to issue guidance by July 8 on providing home-based notarisation, certification and civil registration services for vulnerable residents.
Meanwhile, the city's Digital Transformation Centre will develop a feature on the HCM City Digital Citizen platform enabling eligible residents to request home administrative services.
The city has also expanded Saturday morning administrative services at public service centres, land registration offices and all 129 commune-level administrations.
