Hanoi to require cashless parking payments from July

All licensed parking facilities in Hanoi will be required to implement cashless payments from July 1 under the city's smart transport drive.

Under a city plan on applying technology solutions to parking operations, all parking sites across the capital will be required to implement cashless payment systems and electronic vehicle management.

Hanoi has around 3,000 licensed parking facilities, with operators racing to install licence plate recognition cameras, electronic payment systems and vehicle management software ahead of the July 1 deadline.

Authorities said the move is expected to help reduce revenue leakage, improve transparency and enhance vehicle security.

Nguyen Thi Thuy Huong, director of Hanoi Parking Exploitation One Member Co Ltd, said all parking facilities managed by the company had completed the installation of the new system.

According to Huong, cashless payments have improved transparency in fee collection and contributed to safer parking operations.

Dong Xuan Joint Stock Company, another parking operator, said it had equipped all of its facilities with electronic payment terminals and ticket-control systems, allowing motorists to pay through ePass and VETC platforms.

The company said the technology had helped reduce revenue losses and increase income compared with traditional cash-based operations.

However, some operators said the transition had presented challenges, particularly for elderly customers unfamiliar with digital payments or those without bank accounts.

Parking attendants at some locations said staff occasionally had to assist customers by using personal accounts to facilitate transfers.

Industry representatives acknowledged that technical issues could arise during the initial phase but described the transition as an essential step towards a digital transport ecosystem.

VETC said it was working with authorities and parking operators to meet the July 1 deadline, while helping deploy vehicle-recognition technology, real-time data systems and e-invoicing.

From paper tickets to licence plate recognition and cashless payments, Hanoi's parking sector is undergoing a major technological shift as the city pursues broader smart-city ambitions.
