Hanoi will set up kiosks in major urban areas to help residents complete administrative procedures.

On September 24, the city people’s committee approved a proposal from the municipal Public Service Centre to launch new models providing guidance and support for citizens and businesses.

Four models will be introduced, the first being community service kiosks. These electronic kiosks, located in large residential areas and supermarkets, will enable people to access administrative services 24/7. They will offer free wifi, printed forms, guidance documents, online payment options and digital storage of results.

The kiosks will feature AI-based, multilingual virtual assistants, making them accessible to older adults, individuals with disabilities, and those with limited technological skills.

The second model is mobile public services. Old buses and electric vehicles will be converted into mobile offices equipped with computers, printers, scanners and high-speed internet. These offices will follow fixed schedules in suburban areas, industrial zones and communities with large numbers of workers, elderly residents and people with disabilities.

At these mobile units, residents can submit documents online, pay fees and learn how to use digital services, supporting community digital literacy.

Local government workers expect the new initiatives to mark significant progress in administrative reform. The programme also aligns with a recent government resolution to cut and simplify administrative procedures for business and production. By 2026, the government aims to deliver all eligible administrative procedures entirely online, regardless of geographic boundaries.
