Hanoi to begin construction of up to 7,000 rental homes

Hanoi plans to begin construction of up to 7,000 rental housing units in June as part of efforts to expand affordable housing options for low income residents.

According to the Hanoi Department of Construction, the city’s supply of social housing and rental accommodation is expected to increase significantly in the coming years, helping improve access to housing while easing pressure on the property market.

Hanoi currently has around 14,351 rental rooms and apartments across various categories, including public service housing, social rental housing, worker accommodation, student housing and publicly owned residential properties.

The supply is expected to expand further as new social housing projects and multi purpose urban developments are required to allocate at least 10 per cent of their housing stock for rental or rent to own schemes under the city's Housing Development Programme for 2021-2030.

The city is also studying policies to prioritise rental housing development and plans to break ground on approximately 6,000 to 7,000 rental units this June.

The units will be developed through two to three dedicated rental housing projects and seven social housing developments, where between 5 and 20 per cent of apartments will be reserved for rental purposes.

Officials expect the expansion of social and rental housing to provide more affordable accommodation options for residents while contributing to greater stability in the real estate market, where demand for reasonably priced housing remains strong.

The Hanoi Department of Construction said the city completed more than 5,100 social housing units during the 2021-2025 period, exceeding the target assigned by the government.

In addition, 24 resettlement housing projects providing nearly 11,900 apartments have largely met accommodation needs related to land clearance for major infrastructure developments.

Hanoi has currently approved investment for 90 social housing projects and 20 housing projects for members of the armed forces.

Of the 90 social housing projects, which are expected to provide around 83,000 apartments, construction has already started on 13 projects comprising approximately 11,124 units.

Notably, 41 projects with around 32,000 apartments are scheduled to break ground this year. Among them, seven projects providing roughly 11,000 apartments are expected to begin construction in June alone.

A further 29 projects are scheduled to commence in 2027, while seven others are completing investment procedures.

For housing projects dedicated to the armed forces, construction has already begun on nine developments with approximately 7,597 apartments. The city plans to launch another 10 projects with around 8,037 units before the end of the year.

Authorities acknowledged that some projects continue to face challenges related to land clearance and investment procedures. Relevant departments have been instructed to closely monitor progress, assist investors and propose solutions to accelerate implementation.

One of the city's key initiatives is the development of multi purpose urban areas. Under this model, around 40 to 50 per cent of housing stock would be allocated for resettlement, 20 per cent for social housing and the remainder for commercial housing.

Officials said the approach would allow greater flexibility in adjusting housing allocations according to demand while avoiding the fragmentation often associated with standalone resettlement developments.
