The proposal was submitted by the municipal People's Committee to the Standing Committee of the Hanoi People's Council for consideration.
Under the draft resolution, fines for selected offences would be raised by 1.5 to two times compared with current levels, in line with provisions of the 2026 Capital Law.

The proposed changes cover 24 violations in the fields of security, public order and social safety, and four road traffic violations linked to urban order.
The proposal would raise fines by 1.5 times for 12 residency-related violations, offences involving identity and electronic ID cards, and breaches by businesses subject to security and public order regulations.
The city also proposes doubling fines for two violations related to the enforcement of criminal judgments and administrative measures.
In the immigration sector, penalties for seven violations would be increased, including six offences subject to double the current fines.
For road traffic, Hanoi plans to double fines for four violations, mainly involving illegal stopping and parking.
The municipal government said the 28 offences account for only about 2.6 per cent of the 1,067 administrative violations covered by current national regulations.
Officials said higher penalties would help improve compliance, strengthen state management and support efforts to address urban disorder and traffic congestion in the capital.
If approved by the Hanoi People's Council, the resolution is expected to take effect on July 1, 2026.
