On June 23, Ha Tinh Provincial Police said a 41-year-old woman from Thanh Sen Ward had been penalised for allowing children to protrude from a moving vehicle.
According to police, at around 8.30 pm on June 19, the woman was driving along Phan Dinh Phung Street in Thanh Sen Ward.
During the journey, three children seated in the rear of the vehicle were not wearing seat belts. The children stood on the seats and stuck their heads through the car's sunroof while it was in motion.

The violation was recorded by members of the public, who later submitted the footage to authorities.
During a meeting with police, the driver admitted the offence and accepted the administrative penalty.

Authorities issued a citation for transporting passengers in seats equipped with safety belts without ensuring they were wearing them. Under current regulations, the offence carries a fine of between VND 800,000 and VND 1 million (approximately USD 31-39).
