Police in Quang Ninh Province have concluded an investigation into the alleged smuggling and illegal cross-border transportation of 20 kilos of raw silver through Mong Cai International Border Gate (Bac Luan 1) and recommended that prosecutors bring charges against six suspects.
According to investigators, authorities caught Vu Thi Hang (born 1985), Phung Trung Dung (born 2008) and Luong Van Tuan (born 1991) in October 2025 while attempting to transport 40 plastic bags containing approximately 20 kilos of granular raw silver across the border.
The shipment had no documentation proving its origin and had not been declared to customs authorities. The three suspects allegedly told investigators they had been hired by Vu Duy Khuong (born 1996) from Haiphong to transport the silver.
During questioning, Khuong admitted ordering 20 kilos of raw silver from China before arranging for it to be brought into Vietnam for sale to Vu Dinh Trieu (born 1993), also from Haiphong.
Based on the evidence gathered, investigators charged Vu Duy Khuong and Vu Dinh Trieu with smuggling, while Vu Thi Hang, Phung Trung Dung and Luong Van Tuan were charged with illegally transporting goods across the border.

As the investigation expanded, police on February 9 also charged Ha Chi Nguyen with smuggling.
On June 27, Quang Ninh Province Police formally recommended that the Quang Ninh Province People's Procuracy prosecute Vu Duy Khuong, Vu Dinh Trieu and Ha Chi Nguyen on smuggling charges, while prosecuting Vu Thi Hang, Phung Trung Dung and Luong Van Tuan for illegally transporting goods across the border.
