The buildings invested in by Hanoi Construction Join Stock Company (Hanco 3) are located at the Sai Dong Urban Area in Long Bien District.

The 150 apartments were aimed to resettle households affected by the expansion of Sai Dong Street.

The project was completed in 2006, however, the households rejected the apartments, so the buildings have been left unused to date.

Being abandoned for a decade, the buildings have deteriorated.

Hanco 3 proposed to demolish the buildings so that they could build more profitable alternatives.

The municipal authorities have asked the investor to consider two options which are repairing the existing properties and destroying them.

Wild grass covers many parts of the buildings

Fences have become rusty

Balconies full of dust

Many people use the area for growing vegetables.
