The General Staff of the Vietnam People’s Army issued an urgent telegram on October 7, calling for proactive measures in response to the heavy rain and flooding caused by the circulation of Storm Matmo.
Military regions 1, 2, 3 and 4 have been ordered to direct provincial military commands to work closely with local authorities to mobilise forces and equipment, inspect high-risk areas, and promptly detect signs of landslides, flash floods, or deep flooding.
Units need to evacuate residents from low-lying and riverside areas to safe locations, support local authorities in relief efforts, and ensure the safety of both civilians and personnel.
The Air Defence-Air Force Service and Corps 18 have been tasked with reviewing plans and preparing personnel and aircraft for search and rescue operations, as well as for transporting food and supplies to isolated and flooded areas.
The Military Industry and Telecommunications Group was tasked with maintaining communication in high-risk isolated areas, coordinating with the Communications Corps to ensure seamless links between central and local authorities and affected regions.
Units should also deploy forces and drones to assist Military Regions 1, 2, 3, and 4 in assessing vulnerable areas to detect cracks, landslide risks, flash floods, and isolation, and to facilitate early warnings and preventive measures.
Storm Matmo’s circulation has brought torrential rains for many localities, including Thai Nguyen, Cao Bang and Hanoi. Severe landslides have occurred in many areas.
